Shipping Guide 2017-02-14

In order to ensure that your exhibits will be shipped to the 2017 BIBF exhibiting booth(s) safely, promptly and accurately, Wan Xun International Transportation Co. (hereafter referred to as Wan Xun), part of the China National Publications Import and Export (Group) Corporation (hereafter referred to as CNPIEC), will act as the general transportation agent. BEX Logistics Company Limited will act as the overseas exhibit consolidation and communication agent for 2017 BIBF and provide a full transportation services.

Please carefully read the following guidelines to guarantee your exhibits to reach your booth(s) on time.

 

1. Customs Rules

Accordingly to the rule of “People's Republic of China for Goods Temporarily Imported Customs Management” , all temporary import exhibits must go through formalities of temporary customs entry and under customs supervision. All exhibits only shall be allowed for display or use at the exhibition purpose after temporary customs clearance is finished. Besides, exhibitors should NOT allow their exhibits to be taken away from the show ground without import duty paid and permanent import customs formalities finished. 2. Official Overseas Agent

Hong Kong BEX Logistics Company Limited has been appointed as the official overseas freight forwarder for consolidation of overseas shipments and transports it up to port/ airport of Beijing.

 

Wan Xun International Transportation Co. is acting as the official shipping agent for the fair. Upon the arrival of shipment at port / airport of Beijing, Wan Xun will be responsible for customs formalities and transportation, interim storage of exhibits before and after exhibition, and delivering exhibits up to booth(s) before exhibition on time and according to requirements. After the closing of exhibition, Wan Xun is also responsible for customs formalities for returns exhibits/ sold exhibits and interim storage etc.

 

3. Unacceptable Shipping Agent

In order to ensure that your exhibits deliver goods to the booth(s) on time, all exhibitors must be handed over the exhibits to the appointed overseas shipping agent on time. We will NOT accept any sea freight shipment which is sent by the exhibitors themselves, nor any postal express mailing (such as FEDEX, DHL, TNT, OCS, etc.). We also do NOT recommend overseas exhibitors to ship exhibits directly to their hotels or representative offices in Beijing. Due to high cost of express mail and those shipping agencies' lack of clearance ability on door-to-door services, we do NOT recommend overseas exhibitors use this kind of transportation services. If overseas exhibitors do elect to use this kind of transportation, we cannot guarantee that your exhibits will be delivered to your stand(s) on time, and we will NOT be responsible for any delay and surcharges in this way.

 

4. Means of Transportation

Exhibitors may select a means of exhibit transportation.

Shipping documents delivery: Shipping documents must be faxed/ emailed to the consignee before exhibits have been departed from the origin. Original shipping documents should reach the consignee 3 working days before the exhibits arrive at Hong Kong. A "Declaration Form for Temporary Import Exhibits" (See attachment) should be included with the shipping documents.

 

(2) Consolidation in Hong Kong for air shipment

Consolidating period in Hong Kong: July 25-28, 2017

Shipping documents delivery: Shipping documents must be faxed/ emailed to the consignee after exhibits have been delivered for shipping. A "Declaration Form for Temporary Import Exhibits" (See attachment) should be included with the shipping documents.

Shipping documents delivery: Shipping documents must be faxed/emailed to Bex Logistics Co.,Ltd. before exhibits have been departed from the origin. A "Declaration Form for Temporary Import Exhibits" (See attachment) should be included with the original shipping documents.

Note: A late surcharge of 50% will be levied for shipment arrives beyond designed deadlines.

 

5. Inbound movement and relevant charges

a. For all the local charges from your origin up to Hong Kong or Beijing airport, please contact the appointment overseas agent and you are required to settled all charges with them directly.

b. Consolidation shipment from arrival Bex Hong Kong’s warehouse to stand include customs clearance, transportation, interim storage, unloading / loading container etc.

 

By sea

RMB 1,260.00 per F/T (1 m3 or 1,000, kg whichever is greater) (Minimum charge for 1 F/T. In case of exhibits less than 500 kg or 0.5 m3, they will be charged for 1 F/T at minimum fee of RMB1,000.00)

 

By air

RMB 29.00 per chargeable kg (Air shipping will be charged at weight with a minimum of 70 kg. Exhibits weighing less than 45kg will be charged a minimum of RMB1,400.00) Customs clearance fee for temporary import exhibits: RMB500.00 per exhibitor per shipment

 

Inbound movement charges for exhibits direct arrived at Beijing airport, services include collection goods from Beijing airport, customs clearance, and customs bonded and delivery to stand.

 

Inbound Movement Charges from the Beijing Airport to exhibition booth: RMB9.20/chargeable kg (min. charge of 70kg per exhibitor per shipment)

 

Customs clearance fee for temporary import exhibits: RMB500.00 per exhibitor per shipment

 

All above handling rates exclude any insurance coverage, Beijing / Hong Kong Import/Export terminal charges, Hong Kong pick up/delivery charges, Hong Kong Import/Export Customs declaration fee etc. Quarantine treatment of wooden packing materials (such as fumigation, disinfections, heat treatment, etc), and sampling of wooden packing materials by the Quarantine Authority if the exhibitor use any wooden packing, these charges will be charged separately.

 

Payment covers clearance arrangements, shipping, storage, supervision, delivery, etc. The whole transportation process from the Beijing Airport to the booth.

6. Outbound shipping and relevant charges

Outbound shipping fees and delivery out of the hall include: packing, loading, storage and shipping to the Hong Kong BEX Logistics Co., Ltd. warehouse, as well as relevant clearance and documentation, equivalent to the inbound shipping charges. Outbound charges to other destinations will be quoted upon request.

Customs clearance fee for duty free given-away or consumed items: RMB 300.00/exhibitor/shipment

 

7. The permanent import declaration and import tariffs after the exhibition

The taxes and customs clearance fees will be borne by CNPIEC if they purchase your books.

In other cases, each exhibitor is entitled to a preferential customs clearance of RMB 500.00 for each shipment. The permanent import tax rate is charged at 13% of the total taxable value. The extra cost generated by transportation and import agents, exhibitor should pay the actual charge.

 

8. Important notice

(1) According to China Customs regulations, all promotional materials, brochures, catalogues and souvenirs must be declared on “Declaration form for temporary import exhibits” in English with unit price and quantity. Wan Xun will handle declaration for them in advance and prior censorship will be done by Customs. Only after going through censorship they will be allowed to be distributed on site. Before distribution, three samples of each souvenir must be handed over to Wan Xun for customs records.

 

(2) All exhibits are temporary import exhibits under the supervision of customs. Exhibitors are obliged to submit DECLARATION FORM FOR TEMPORARY IMPORT EXHIBITS and 2017 BIBF BOOK LIST to Chinese Customs.

 

a. Exhibitors are required to send the Appendix 1 DECLARATION FORM FOR TEMPORARY IMPORT EXHIBITS to the transportation agent before shipment. The prices, quantities and materials of the exhibits should be specified in English, such as the exact number of books, the number of printed sheets, and the number of promotional products. Only the items on the DECLARATION FORM FOR TEMPORARY IMPORT EXHIBITS to Beijing can be retuned directly. The returned items can not include the ones which are not listed on the form.

 

b. Exhibitors need to complete Appendix 2 2017 BIBF BOOK LIST to your BIBF account manager before the shipment. The number of books in the 2017 BIBF BOOK LIST shall be the same as that in the DECLARATION FORM FOR TEMPORARY IMPORT EXHIBITS. If you are unable to send the book list before the fair then we cannot guarantee the successful customs clearance.

 

c. All temporary import exhibits are temporarily imported. If the permanent import is required after the fair, the relevant customs declaration and import tariffs and other possible expense will be borne by the exhibitor or its receiving party (CNPIEC, Embassy or others)

 

All exhibits will be imported to China temporary under customs bonded. Name of commodities, quantity of each item, unit price must be declared accurately. (For example, number of books and souvenirs, number of piece of catalogues) Any items which were not declared on the declaration form are not allowed by customs to re-export from China with the exhibits. Per the customs regulation/law of China, all goods import into China is under temporary declaration, if the exhibits are sold during the exhibition, it is required to keep the exhibits at customs bonded warehouse until the normal import customs procedure is finished. All charges incurred for the transfer of exhibits from exhibition center to Customs Bonded Warehouse plus the storage charges occurred at Customs Bonded Warehouse & duty/tax are for account of exhibitor or end-user.

 

(3) Items you received from client or bought by yourself in China are not allowed by customs to ship with your exhibits from China. You may contact the official forwarder for possibility to export such items from China and all charges incur are on your own account.

 

(4) Please do not ship any audio/video products/DVDs/ VCDs/CDs, USB, foodstuff, electrical appliances, and toys, personal belongs and wood made items with your exhibits to China. Some items are required special permit and extra penalty will occur if your shipment contains those items.

 

(5) Exhibitors are strongly advised not to hand-carry exhibits for this exhibition. However, exhibitors who insist to have hand-carried exhibits along with them to the show, exhibitors have to take their own risk and responsibility for any delay. Exhibitors should then declare to customs at the airport that their hand-carried exhibits are for exhibition purpose. If hand-carried exhibits are detained by the Airport Customs Office, Wan Xun may handle the Customs declaration (on temporary basis) with a detention receipt which issued by the Customs Office and collect exhibits back from Beijing airport (the procedure will take at least 3-5 working days, and the customs clearance and services fee will be same as inbound air-freight shipment and it is at exhibitor’s account). According to Customs regulation, hand-carried exhibits cannot be hand-carried out of China by exhibitors themselves and must be re-exported by Wan Xun under General airfreight shipment. All export declaration charges, storage and freight charges etc will be same as inbound air-freight shipment and at exhibitor’s account.

 

(6) After the exhibition, if you are donating the books to the embassy, please supply to us the list of donated book names to the embassy (Chinese and English Version with Embassy Endorsement), Received letter from embassy, two days before the opening of exhibition so that we can arrange the related customs formalities.
